I avoid to tell all the tests done and research to understand the source of the problem and jump directly to the solution:
the migration tool is a component of Project Professional (client then) to be installed on the server. The problem that arose because the client was installed in the English version. Uninstalling the English client, installing the client and remaking the Italian migration (after restoring the db clean) everything worked.
